Governor

Governor Rodolfo “Rodito” Taguinod Albano III was born on March 2, 1959 in Cabagan, Isabela. He is the eldest of six children of the late Congressman Rodolfo B. Albano, Jr. and Josefina Taguinod-Albano. He is married to Atty. Mylene Garcia Albano, the first Filipina Ambassador to Japan. They are blessed with one child, Rafael Alfredo G. Albano. Rodito, as he is fondly called, completed his elementary and secondary education at La Salle Greenhills and earned his AB Political Science degree from De La Salle University, Manila.

Gov. Rodito began his career in public service as Kabataang Barangay Chairman in his hometown of Cabagan, Isabela. He later served as Mayor of Cabagan, Congressman of the 1st District, and Vice Governor before becoming Governor of Isabela.

He has held key national and regional leadership roles in Region 02. He was appointed by President Rodrigo Duterte as Chairman of the Regional Development Council (RDC) Region 2 during his first term as Governor of Isabela from 2019 to 2022. He was reappointed by President Ferdinand Marcos Jr. for another term from 2022 to 2025, during which he was elected Chair of the Luzon Regional Development Committee and Principal Representative to the NEDA Board.

Anchored on his enduring principle of “investing in people,” Gov. Rodito ensured that the initiatives of the provincial government were designed to bring lasting progress and uplift the lives of Isabelinos.

Working in partnership with Vice Governor Faustino “Bojie” G. Dy III during his first two terms, he strengthened cooperatives, empowered communities, expanded education initiatives, and forged international partnerships advancing agriculture, trade, and culture in the province, laying the groundwork for inclusive growth and sustainable development.

He implemented pioneering programs, including the country’s only province-wide free rice assistance program for vulnerable households; the I-RISE program to support micro, small, and medium enterprises; and the modernization of rural infrastructure through the establishment of the Isabela Rice Processing Center and the provision of hauling trucks to every barangay to empower farmers, enhance efficiency, and boost local economies.

In health and social services, his leadership brought significant improvements to hospitals and expanded access to dialysis treatment through five (5) district hospitals across the province. Nutrition programs, such as the Busog-Lusog Milk Feeding Program for schoolchildren, were introduced, alongside critical medical services like Sagip Mata, Sagip Buhay Program, as well as the provision of assistive devices for persons with disabilities. Through the establishment of the Isabela Emergency Operations Center, manned by dedicated and well-trained personnel, disaster preparedness has been elevated to a new level of excellence.

Now in his third term of service, Governor Rodito continues to drive transformative programs in education, health, livelihood, agriculture, and rural development, upholding his enduring commitment that every Isabelinos will share in progress.
