PGI lifts collateral requirement for Seasonal Workers Program

March 31, 2026 Public Information Office

The Provincial Government of Isabela (PGI) has officially removed the collateral requirement for beneficiaries of the Seasonal Workers Program (SWP) in partnership with Jinan County, South Korea, following the recommendation of the Department of Migrant Workers (DMW).

Beneficiaries will no longer be required to submit collateral to participate in the program, simplifying the process while ensuring compliance with the employment agreement between Isabela and its Korean counterpart.

The provincial government also announced that all collateral documents and items previously submitted will be returned to their rightful owners. The Office of the Provincial Governor and the Provincial Information Office will coordinate with beneficiaries regarding the schedule, process, and necessary documentation for the release of these items.

PGI emphasized that, despite the removal of collateral, all farmer beneficiaries remain legally and morally obligated to complete their full employment contracts in South Korea. Any breach of contract, including unauthorized stay (TNT) or abandonment of farms without valid cause, may result in actions consistent with the Memorandum of Agreement with Jinan County.

All beneficiaries are required to send a confirmation message in the following format:

“I, [Full Name], have read and fully understood the notice regarding the removal of collateral and my obligation to complete my contract for the Seasonal Farmers Program in Jinan County.”

The provincial government reaffirms its commitment to protecting the welfare of participating farmers while sustaining the success of the international partnership that provides seasonal employment opportunities for Isabelinos.
