Isabela pushes transparent, smarter governance via FOI, AI

The province of Isabela is strengthening its communication strategies by merging Freedom of Information (FOI) principles with Artificial Intelligence (AI) tools to promote smarter and more transparent governance.

Information officers from across the province gathered on September 16 in Cauayan City for the first-ever “Information Officers Strategic Initiatives on Public Communication” training, organized by the Provincial Information Office under the theme “FOI and AI for Smarter, Transparent Governance.”

PIO Atty. Elizabeth C. Binag stressed the responsibility of government communicators in the digital era, saying that in a social media-driven world, “every post, every update, every piece of content has the power to inform, to inspire, and to influence.”

She noted that while AI allows communicators to reach audiences faster and more effectively, “technology alone is not enough,” adding that the FOI mandate provides the ethical compass through accountability, innovation, and openness.

According to her, the task of information officers goes beyond posting updates, as their role is to ensure that the public receives truthful and timely knowledge that “empowers them to participate in governance.”

Atty. Binag also emphasized that transparency is not about speed or visibility but about “trust, transparency, and sincere service to the people,” pointing out that FOI principles guide officers to safeguard public trust.

Oliver T. Baccay, officer-in-charge of the Philippine Information Agency–Region 2, discussed the Freedom of Information (FOI) program, including citizens’ rights, filing requirements, and exemptions. He emphasized that FOI is central to ensuring accountability in governance.
