Isabela named top revenue collector in Cagayan Valley for 2024

The province of Isabela has emerged as the top-performing province in the Cagayan Valley region in terms of locally sourced revenues, earning multiple awards from the Department of Finance–Bureau of Local Government Finance (DOF-BLGF) for Fiscal Year 2024.

The recognition was conferred by DOF-BLGF Regional Director Atty. Julaida T. Caddawan-Pancho to the PGI delegation led by Provincial Treasurer Ma. Theresa A. Flores, CPA and Provincial Assessor Zenaida A. Gabriel, REA during the 2025 BLGF Cagayan Valley Mid-Year Conference, held in the third week of July in Ilocos Sur.

Joining them during the awarding were Atty. Jenny Flor Manantan-Cabaddu, Assistant Provincial Assessor for Administration; Yulma Marie C. Balabbo, Assistant Provincial Assessor for Operation; and Maria Teresa P. Kanoy, Supervising Administrative Officer, together with Leonette R. Luga, Administrative Officer, from the Provincial Treasurer’s Office, among others.

Leading in Revenue Collection

PGI ranked first among all PLGUs in the region in total locally sourced revenues, contributing ₱951 million, or 13.60% of the regional total.

Isabela likewise led in real property tax collections, generating ₱454 million, which accounted for 6.49% of the total locally sourced revenues in the entire Cagayan Valley.

In addition, PGI ranked first in fees and charges collections, posting ₱420.5 million, or 6.01% of the regional total.

PGI also secured the top spot in business and other tax collections, with ₱76.6 million.

It recorded the highest collection efficiency rate in business and other tax collections at 119.12% and ranked third in overall collection efficiency of locally sourced revenues, at 88.98%, amounting to ₱987 million. 

On the Right Track

Provincial Treasurer Flores said that PGI’s revenues, supported by local treasurers and assessors, reflect a “culture of excellence,” and the winnings indicate that the province is “on the right track.”

“The revenues that PGI raises, with the help of the local treasurers and assessors, are a manifestation that we are part of a power team. We always embody a culture of excellence in PGI, and [the winnings] are a manifestation that we are on the right track,” she said.

She added that strong revenue collections enable local officials to deliver better services to constituents, advancing the province’s progress and improving the welfare of Isabelinos.  Isabela PIO
