Cagayan officials benchmark public safety operations in Isabela

Officials from the Provincial Government of Cagayan visited the Public Safety Office (PSO) – Isabela on March 12 for a benchmarking activity to learn from Isabela’s model public safety programs and operations.

The visit aimed to help Cagayan explore the possibility of establishing a similar office in their province.

The Cagayan delegation was composed of Mr. John Macklain D. Pataueg, CDA-II and Secretary to the Chief of Staff; Mr. Edgar P. Arugay, SOO-I; Mr. Emmanuel Arizala, Community Affairs Officer; and PCol Atanacio T. Macalan (Ret.), Executive Assistant and focal person for special concerns.

During the activity, Public Order and Safety Officer (POSO) Kim Patrick G. Agbayani presented the PSO’s organizational structure, programs, and key initiatives.

He highlighted the office’s work in road clearing, traffic and parking management, crowd control, and coordinated emergency response, which all contribute to maintaining peace and safety across the province.

The Cagayan delegation commended Isabela for its organized and effective approach to public safety.

Agbayani noted that this was the PSO’s first benchmarking activity and expressed optimism that more provinces, as well as cities and municipalities, would look to Isabela’s best practices as a model for strengthening public safety.

Established through Ordinance No. 1, s. 2012 of the Sangguniang Panlalawigan, the PSO – Isabela is a dedicated department responsible for enforcing peace and order, public safety, road safety, fire prevention, and disaster risk reduction.
