Improved Healthcare and Hospital Facilities

A. Provincial, District & Community Hospitals

The provincial, district, and community hospitals in Isabela are united by a common goal: to provide accessible, affordable, and high-quality healthcare to Isabeleños. Each facility takes a comprehensive approach, addressing both curative and preventive health needs.

At the heart of this network is the Gov. Faustino N. Dy, Sr. Memorial Hospital in the City of Ilagan, a tertiary care center that works closely with patients, families, and communities to provide a comprehensive range of medical services. Through Republic Act 11882, the hospital’s bed capacity has been expanded from 100 to 500. The newly constructed medical arts building at the hospital is now ready for occupancy.

District hospitals, including Milagros Albano District Hospital (MADH), Echague District Hospital (EDH), Cauayan District Hospital (CDH), and Manuel A. Roxas District Hospital (MARDH), continue to improve standards of care to meet the growing healthcare demands of their respective districts. MADH has already undergone refurbishment, while upgrades at MARDH and EDH are currently in progress.

Even in Isabela’s more remote areas, hospitals like San Mariano Medicare and Community Hospital and Palanan Station Hospital ensure access to modern medical services, with ongoing efforts to upgrade their facilities and enhance service delivery.

B. Hemodialysis Centers

Gov. Faustino N. Dy Sr. Memorial Hospital Dialysis Center

The Gov. Faustino N. Dy Sr. Memorial Hospital Hemodialysis Center in Calamagui 2nd, City of Ilagan, Isabela, has expanded its capacity to 20 operational dialysis machines, currently serving 44 patients.

This facility, inaugurated on September 30, 2020, by Governor Rodito T. Albano and Rev. Fr. John Couvruer, was the first of four dialysis centers established in the province to address the growing need for accessible renal care.

Cauayan District Hospital (CDH) Hemodialysis Center

The Hemodialysis Center at Cauayan District Hospital (CDH) commenced full-scale operations in January 2024. The center addresses the surging demand for dialysis services in the 6th District and nearby districts.

Licensed by the Department of Health and accredited by PhilHealth, the hemodialysis center adheres strictly to the No-Balance Billing Policy.

Dr. Rhoda Jacqueline P. Gaffud, CDH chief of hospital, said that the hospital provides medical assistance to patients not covered by PhilHealth through the government’s medical assistance program.

“Kung mayroong karagdagang bayarin ang pasyente na hindi sakop ng PhilHealth, ipinapasok natin ito sa medical assistance program ng ating pamahalaan,” she said.

The facility is equipped with 10 state-of-the-art dialysis machines and is operated by a dedicated team comprising a nephrologist trained at the National Kidney and Transplant Institute, an on-duty physician, 10 skilled nurses, and proficient hemodialysis technicians, collectively serving 36 regular patients.

The center operates six days a week, from Monday to Saturday, prioritizing patient safety through meticulous screenings before each dialysis session.

Additionally, CDH has updated medical equipment such as X-ray machines, ultrasound machines, operating room tools, and laboratory equipment, courtesy of the Provincial Government of Isabela.

Milagros Albano District Hospital (MADH) Hemodialysis Center

The Milagros Albano District Hospital (MADH) Hemodialysis Center commenced operations on February 5, 2024. The center now provides comprehensive services to address the healthcare needs of indigent patients from District 1 and nearby districts.

The Hemodialysis Center currently houses 10 dialysis machines, with plans to add 10 more.

Operating eight hours a day, the center is serving up to 27 patients daily, with over 50 patients already registered.

The center is staffed with a nephrologist, a trained physician, 11 dialysis-trained nurses, two technicians, and two helpers. The staff is adept at handling emergencies and ensuring patient comfort.

According to Dr. Edencita R. Paguirigan, MADH chief of hospital, the center already has an internal arrangement with the Gov. Faustino N. Dy Sr. Memorial Hospital for emergency transfers.

Manuel A. Roxas District Hospital Hemodialysis Center

The hemodialysis center at Manuel A. Roxas District Hospital, now equipped with 10 hemodialysis machines, officially began operations on July 15, 2024, after securing a license to operate from the Department of Health (DOH), according to Chief of Hospital Dr. Imelda Guillermo. The center is currently providing life-saving treatment to 31 patients.

This marks a significant advancement in the hospital’s capacity to provide essential healthcare services to patients with chronic kidney disease in Roxas and nearby municipalities.

Meanwhile, the Echague District Hospital is currently in the process of obtaining its license to operate a hemodialysis center.
